The Virginia Center for Behavioral Rehabilitation (VCBR) was created by the Virginia General Assembly's passage of legislation in 1999. The legislation was enacted in 2003 and the current facility is located in Nottoway County. Like other states, Virginia has sought to create a secure treatment facility for those sex offenders believed to present the greatest threat to the community. Inmates from the Department of Corrections who are within 10 months of completing their sentences, and who have been convicted of certain sexual crimes are subjected to a comprehensive screening process. This results in some individuals being civilly committed to VCBR to participate in intensive treatment. Eventual conditional release back into the community is determined by their progress in treatment and reduction of re-offense risk.
