The Southern California Coastal Water Research Project (SCCWRP) is a joint-powers public agency that was formed in 1969 to conduct coastal environmental research. A joint powers agency (JPA) is formed when multiple government agencies share a common need, and thus form a new, collaborative agency to accomplish that mission. SCCWRP is formed by fourteen agencies through a unique partnership between municipalities that discharge treated wastewater to the ocean, stormwater agencies, and regulators that oversee dischargers. Members work together to develop a solid scientific foundation for coastal environment management in southern California. Their commitment to participate in the JPA provides a firm basis for impartial research. The SCCWRP Commission, formed by the top executives from these organizations, provides an effective pathway for SCCWRP's research to be communicated to southern California's management community and acted upon.
