Cal OES Vision: The leader in emergency management and homeland security through dedicated service to all. **Cal OES was formerly known as Cal EMA or the California Emergency Management Agency prior to Government Reorganization Plan (GRP) #2. Cal EMA was a merger that absorbed the Governor's Office of Homeland Security.
